It does, according to the ANN writeup.

Aniplex of America plans to release Durarara!!×2 Shō on Blu-ray Disc and DVD in two releases on September 29 (with episodes 1-6) and November 24 (with episodes 7-12 and the bonus 4.5 episode). Ugh why AoA, this is exactly what I was afraid of. Half season releases for Durarara!!x2. Should have just stuck with complete season box sets like the original Durarara!! Now One will have to buy 6 singles releases across the 3 seasons to own the whole thing.

I wouldn't count on it since a good chunk of the cast is doing the Nagato Broadcast dub and that series won't even be done airing for another 2 weeks.
