No official information has been released to the public in regards to the English dub. There have been very short clips/trailers here and there. The Hong Kong release of First Squad - The Moment of Truth did not provide English credit information.

For Redline:
Patrick Seitz is the trailer narrator. Obviously the rest was in Japanese.
Dave Mallow is the race announcer. Not sure about the racers that spoke; they didn't say enough.
This means it's an LA dub.

Not sure about First Squad. Something makes me think the narrator was from Ocean, but that could be completely wrong.
