    Upscaled & cropped to 16:9 like the One Piece Special Editions but this time with a 4:3 SD option on each fifth disc.

        The Seikai series was most likely done on cel all the way until Banner 2, actually. It's unlikely they did any new telecines for the Blu-ray box though.
        Crest/Banner 1 seems to still be using the old SD telecine that they added a bunch of CG effects to before storing on (presumably) a D2 tape. For the Blu-ray, they upscaled it while applying some filtering to remove some of the composite artifacts that were present on the JP DVDs. The digital editing they did for the flashback sequences is still as ugly as it was back then though.
        Banner 2 is the best of the bunch; they had a HD telecine done back when it was released on DVD and stored it on a HDCAM so they just used that as the source. It's almost entirely native HD aside from those flashback sequences and some upscaled digital SD segments (mostly CG).
        Banner 3 is a standard digital SD upscale. It's decent.

        Aside from laziness and financial incentives, getting a good cel remaster probably has more to do with luck than anything.
        Too old and loss/degradation of materials becomes more and more likely. Too new and your show probably has tons of digital assets that need recompositing for a full remaster so SD-BD or upscales are more likely.
