Steel Angel Kurumi (12 minute episodes) and Adventures of the Mini Goddesses (7 minute episodes) are the first two titles that come to mind.

Not a lot I can think of that's been licensed. Robonimal Panda-Z episodes are five minutes each, and both The Melancholy of Haruhi-chan Suzumiya and Nyoron! Churuya-san are about the same length. I think all the Steel Angel Kurumi series have 15 minute episodes, and Chromartie High School's episodes are 12 minutes long. The Adventures of Mini-Goddess is composed of seven minute episodes. I think Azumanga Daioh was originally aired as shorts, but all the DVDs collected those into 24 minute episodes.

Most of that's stuff I own, and it's more than I expected, but I'm sure there are other series out there.

Kurogane Communication, the most cheerful post-apocalyptic show you'll ever see, had 15 minute episodes.

I seem to remember the Chi's Sweet Home episodes are on the short side.

Yep, about three minutes each, so it sorta falls out of range. Episodes of You Are Delicious/Umasou and Fireball/Fireball Charming are the same length. Time of Eve episodes are just over 15 minutes (for the most part), and probably the best series that hasn't been mentioned yet.

Only one off-hand I can think of that hasn't been mentioned yet is Doujin Work. Technically, they were full-length when broadcast, but only the first half was animated and the second half was live action with the voice actresses trying to make and sell a Doujin of their own.

Actually, i just thought of a few others from this season and last:

                  Hen Zemi (TV)
                  Yondemasu, Azazel-san (TV)

Candy Boy checked in at around 10 minutes per episode.

Hetallia is the best example that come to mind for me. Each episode at a whopping 5:15.
There were a couple of shorts in K-on (season 1)that last no more than 2-3 minutes tops.

Those aren't actual episodes though. A number of shows have bonus ("Omake") videos like that, but they aren't episodes. Those aren't what this thread is asking about. This thread is about situations where the actual episodes, the main show, was only about 1/3 to 1/2 the usual length.

Shrine of the Morning Mist is a good title about high school students battling ancient evil. It's not a traditional magical girl show (although some of the girls clearly watch too much anime), instead its more modern fantasy, with underpinnings in traditional Japanese beliefs.

Oh, and if you like it, I suggest picking up the (three volume) manga - its the same storyline, but from a radically different perspective.
